I downloaded Apple TV+ shows but when I connected to my Dell SE2719H monitor through HDMI, it prompted that the monitor is unable to playback HDR.
Is there anyway for me to resolve this issue without getting a new monitor?

I've checked the spec for your monitor, it doesn't mention HDR, but then I wouldn't expect it too as it supports HDMI 1.4 only, which doesn't support HDR.

I was able to use the same monitor to watch Apple TV+ shows while streaming though, so I can't really reconcile this.
