The screen time pass code works, but on restrictions doesn’t. I have some devices and this problem is just on iphone. Ipads have the same pass code and everything works perfect.
The restriction settings are contained in the backup. If you restored a backup made after the restrictions were enabled, you ended up right back where you started.
If you don't know the passcode, you will have to restore iOS and set it up as a new device.

If you created it or edited it on iOS 12 or later the above link should work. If it is carried over from the Restrictions passcode on iOS 11 or earlier it probably won’t.
