New unlocked iphone came with "dummy sim"?

Just bought a new iphone se from best buy, but it came with a verizon sim card in it. I called them and they told me that new iphones come with dummy verizon sim cards now. Is that true or was I sold a "returned" iphone? I just found it kind of weird since I bought an unlocked phone before but it didn't come with any sim cards. Thanks

Best Buy does not sell unlocked phones. The only way to purchase an unlocked phone is through Apple. A phone that Best Buy sells as unlocked is one that has a Flex unlock, which means the phone will lock to the first carrier you activate with. If you wish to purchase a truly unlocked phone, purchase from Apple. To get the phone you have unlocked, you would have to contact the carrier it locks to and request the unlock.
