I had some videos and photos saved to my notes on my phone, but I moved them to the iCloud to save space on my phone due to low storage. When I moved them the videos became unplayable and some of the photos are not loading.
We moved the notes back to the phone but it didn't make a difference, the videos still wont play. Is there a way to fix this so we haven;t lost all the photos/videos?

You can’t actually move Notes to iCloud. When you use Notes with iCloud, that just keeps your notes in sync across devices. It doesn't not really store them in iCloud.
Have you tried force closing the notes app and then restart your phone?
