Im not sure if you can recover your information, but the way you should be able to re-install the software is by restarting the computer and holding cmd+r to start internet recovery. You will then see a the utilities menu popup, and you will click on reinstall macOS. Select the macOS HD and continue following the prompts onscreen until the installation is succesful.
