Depends on your specific requirements. Yes it can be used to write documents, get email, etc... It will not work exactly as a computer, but in many cases it can replace one if your requirements are not to demanding or have some specific need of something only an actual computer can run.
Do note, iPads run iOS and iOS based Apps, they do not run Windows or Mac apps so some concesions need to be made.
