I got a message that my storage was at its limit. I deleted over 700 photos from my iCloud and then deleted them from my recently deleted files but my storage limit didn’t change and it still says I don’t have any room left. Why???

It does say back up is what’s causing it but the only thing on my phone with any volume were the photos. There’s no way I can delete over 700 photos and there not be more storage available. How do I fix this?
Consider moving your photos over to a computer, external hard drive, or even a flash drive. You can also consider moving them to a traditional cloud based option like Dropbox or Google Photos (temporarily or permanently) until you can sort out your iCloud storage via the link I provided above.
I already have moved all of the photos to another device and deleted Th em off of my phone. This doesn’t make sense. I deleted my backups. Maybe that will help
