The internal storage and RAM configuration of the iPad has no relationship to the iCloud storage plan to which you have subscribed.


iPad RAM is fixed. Every model of iPad has a specific RAM configuration determined by its hardware design. Your iPad mini has ~1GB RAM. iPadOS 13.x requires a minimum of 2GB.

iPad mini2 and mini3 are limited to iOS 12.4.7. For these models of iPad, Apple ended major update support in September 2019. Since then, there have only been a few “point” security updates.


iPad mini4 and the current mini5 both support iPadOS 13.5.1, this being the current release.


You may wish to consider that compatible Apps for oder iPad models are increasingly difficult to find - as third-party developers are increasingly dropping support for older versions of iOS preceding iOS11/12/13. As older versions of Apps are removed from the Apple App Store, you’ll not be able to (re)download or install them - which may severely limit the usefulness and utility of your iPad if you should you need to reset or restore your iPad - as will be the case if your iPad is currently disabled!


As such, if you want or need to access most current Apps, requiring more recent versions of iOS than your iPad can support, you’ll need to consider replacement of your iPad with a newer or current model.

To clarify, iPadOS 13.x (and the forthcoming iPadOS 14.x) requires 2GB RAM as a minimum. Current models of iPad are configured with 3GB RAM - other than current models of iPad Pro with 6GB RAM.


RAM is soldered to the main logic board. Upgrade of the internal iPad hardware is not (and never has been) upgradable post-manufacture.

Your 2014 iPad Mini 3 is almost 7-years old, now!

How long do you expect Apple to support these device?

It is NOT ONLY RAM!

Your 7-year old iPad uses a 7-year old CPU that is, also, underpowered to the task of running all of the new and advanced features of iPadOS.

If your iPad COULD run iPadOS, you'd just be signing up here, again, to complain, moan and groan about how slow and sluggish your almost 7-year old device is running iPadOS, with no real fixes or solution and you'd be blaming Apple for slowing down your iPad, which is, BTW, a totally false assumption.


Like it or not, it's time for new or refurbished or “newer” ( read used ) iPad!


Android devices will go un-upgraded/un-updated much faster than any Apple mobile, iOS device.

That iPad Mini 3 got 6, count ’em, 6-years of iOS upgrades/updates!

With any other device maker, you are lucky to get 3 years of upgrades/updates!


If you must purchase older, used iPad models, DO NOT look at anything older than a 2014 iPad Air 2 or 2015 iPad Mini 4.

Both of these models are the oldest iPad models that the up and coming iPadOS 14 will support, in the Fall of 2020.


If you must purchased used devices from unknown, untrusted sources, you must ask A WHOLE LOT more questions of the iOS device seller, ask for more photo/images, ask if the iPad has user/iCloud activation lock and ask for photos/images/short video proof, ANY POSITIVE, VISUAL PROOF, that such an iPad has been reset to factory settings and shown proof of the iOS device's start up screen showing the animated, moving, multi-language “Hello” Welcome to iPad screen.

If the iOS device seller is unwilling to do all of this to show you that the iPad, in question, is ready to use with no barriers to new user activation and use, pass on the iOS device and look at other iOS device sellers elsewhere.

BTW,

Many third party apps are STILL being supported on iOS 12 and the updated to iOS 12.4.7 was a pretty recent Apple update that Apple made available to your nearly 7-year old iPad Mini model.

It will be some time before any third party app developers drop all support for older iPad models that are stuck on some version of iOS 12.x.x.

So, what is your problem?

As long as your still getting regular app updates, your iPad Mini 3 should be fine for, at least, the rest of this year and maybe through 2021!
