Download Mac OS 10.3.1 High Sierra

I had to swap the HD on my 2009 Imac and I did not have a backup. I need to download Mac OS 10.3.1 High Sierra but cannot find it anywhere. All links lead to a notice saying "this app is not available in the app store." Does anyone know where I can get the OS?
