How do I turn of allow downloads on WiFi only

I’m trying to download daily paper as printed from app using mobile data and I get a message go to Settings>Dowloads and turn off “Allow downloads on Wi-Fi only” .

i can not find or do

Downloading your favorite media content is important and we'd like to help.


You can download apps by using cellular data by going to Settings > tap your name at the top > iTunes & App Store > App Downloads and select, "Always Allow." That information is outlined in this helpful article within the "Learn More" section: Download apps and games from the App Store
