Viber activation proble

I have changed from my old Iphone 7 to Iphone XR. I moved all the apps to the new phone. All the apps work perectly except Viber. If I try to activate the app I do not receiver the activation code via sms or phone call. I tried a lot of things out but nothing has worked. I put my SIM card to another Iphones and I had the same problem. Then I put my SIM card to an android phone and the Viber activation was succesful. What could be the problem with the Viber activation on Iphone?
