Accidentally made an in-app purchase on a game called Art of War: Legions
Is there any way I can cancel it and get a refund?

You can’t cancel a purchase. Once you made it, you bought it. It’s no different than going to a store to buy something. You might be able to return it for a refund, but you can’t cancel the purchase.
You can ask Apple for a refund, bust typically buying something by mistake isn’t a valid reason. However, the decisions are made on a case by case basis, so give it a try.
