Can I buy more storage using my credit card? I do not want it billed to my phone bill.

Yes. If your credit card works with other iTunes or App Store purchase, it will work for iCloud Storage. Something else you can do is to buy iTunes gift cards. I always keep a more than ample balance in my Apple ID by redeeming gift cards and I pay for the monthly family iCloud storage with gift cards.
