Quit. Hold the shift key when you launch Safari.
Failing that, reboot into Safe Mode and try again. Safe Mode disables various add-ons.
If you have add-on ad-blocking, remove that, and test again.
If you have add-on anti-malware, add-on anti-virus, add-on VPN clients, and/or add-on cleaner apps, remove those as a test and using the vendors’ removal instructions, reboot, and try again.
