Keeps saying Apple ID not active??

Cannot sign in to Apple. I changed password about a month ago and now it s not taking it, says Apple ID not active. I then tried to Change Apple ID (Used yahoo account) and password. Still phone wants password to the iCloud address that Keeps saying not active.

iPhone 7 Plus, iOS 13
