How can I turn off the activation lock without the previous owner?

I had an old iPad. It was given to me as a gift. It was a used product. It was working fine. I decided to give it away to someone else. I didn’t remember the passcode any more so the receiver tried to reset it, however, she keeps getting a message indicating that there is an activation lock on the iPad. I have no contact with the person from whom the iPad was purchased. I did not realize till now that this iPad was still being displayed in the original owner’s Apple account. I cannot have that original owner to sign into their account since I have no contact with that person. How can I get rid of the activation lock and reset the passcode on the iPad?

Here are the Apple support pages that outline the Activation Lock - and the only mechanisms by which it can be turned off:

As you will discover, unless you are the owner of the AppleID that was last used to activate the device, or unless you can secure the cooperation of the previous owner, you’ll not be able to defeat or bypass the Activation Lock. Without documentary evidence that you are the original owner (such as sales receipt showing the serial number), Apple won’t assist - and nobody here will be able to help you.
