I try to factory reset Apple Watch by using the power off button but when I go through the motions it goes to the loading screen but then as soon as the screen dims it goes back to normal and remains locked how do I factory reset it without my phone

Well since you don't have the Watch passcode and you do not have the paired iPhone, then nothing can be done.
Did you try pressing the Digital crown and the Side button together till you see the logo?
Yes I have tried that but that just reboots it and it goes back to normal. I’m trying to factory reset it to sell it but I don’t have my old phone that it was connected to and I’ve forgotten the password to the watch and it says to reset it and repair but won’t let me reset it
I’ve already tried the power button hard press method it doesn’t work
