“Other” is taking up 40 of my 64 GB of storage. Why can’t I clear it?
How do I clear the “other” part of my storage? I’ve offloaded and deleted apps, but it still won’t free up any space to download my update.

Other is all data on the phone that is not shown in the colored graph categories when you go to Settings/General/iPhone Storage. Other is typically 1-2 GB, but can be more if you have a lot of app data. If it is very large (>10GB) there may be storage corruption on your phone. To fix this follow these steps:

Plugged into my MacBook Pro and something worked after an hour of the rainbow wheel. However I still have 39gb on my “other” when my wife has zero. Could it go down over time? Is it Siri? I just turned that off.
Use iCloud if you don't use it. Using it will free up a lot of space on your iPhone so you can download your iOS update.
