After successful download I received the following message while trying to install:

Unable to install Update

An error occurred installing iPadOS 13.6.

Retry

Remind Me Later

I tried this install a second time after deleting the downloaded install with the same result.

I am unable to install the update

I have the same issue. I tried the solutions from the support page to no avail. The update seems to verify fine, but then I get the same error as OP.
