Hello Josiehaney and welcome to Apple Support Communities.
It appears you are trying to loop a recording made in the Voice Memos app.
At this time, there is not an option for looping within the Voice Memos app. As an alternative, you could take the memo you recorded and save it via the Files app and then open it using GarageBand which does have a looping function.
