Why if i want to download any free app I can not because you want from me to update billing info and I don’t want to put my credit card because the apps i want it’s already free. So why i need to do that. Also, I don’t have none option for payment methods this is very frustrated.

You need to create a new Apple ID for which you can select the "None" option. Your current account has a credit card attached to it. You can download free apps without charge but Apple requires a valid credit card because you account allows you to download paid apps.

See If you see a message 'Your account has been disabled in the App Store and iTunes' https://support.apple.com/en-us/HT208856. This link says: "There might be a problem with the payment method that you have on file. When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help.”
