Instant Hotspot - how to turn it off when not needed

How can do I turn off the "instant hotspot"? I want to be able to use it ONLY when I turn it on from my iPhone.

Settings>Cellular Data>Personal Hotpot>Off

Settings>Personal Hotspot>Allow Others to Join>Off

It's worth noting that if you're not connected to the personal hotspot, that feature isn't doing anything.
