Can you set it to where it will display your battery percentage all the time on iPhone 11?

No. There is no room for it in the status bar on any phone with Face ID because the “notch” that contains the Face ID technology takes up about half the width of the screen. However, if you open the control center by swiping down from the battery icon it will display the battery percentage.
