Unpaid bills for what?
If you don't pay tour phone bill, you would have no cellular service. And you would have to contact your Cellular service company to resolve that.
Outside of that, purchases from the iTunes and App stores, and subsciptions are not tied to a device specifically, they are tied to you Apple ID. Any unpaid balance would appear in your Apple ID and would block you from using the iTunes and App stores on any device using your Apple ID until it is paid for.
