Yes, the Apple TV 4K will adapt to the image capabilities of the connected TV.

Yes, before I bought my 4K TV I had an older 1080P TV with an HDMI input. The Apple TV 4k worked fine on it, when I did upgrade to my current 4K TV it continued to work just fine.
