My payment method for Apple ID Has failed and have been trying to add a new payment method

I have been trying to add a new payment method to my Apple ID and it keep telling me payment method declined and I cannot even remove the last card that is on the account due to failed transaction please I really Assitance.

See If your payment method is declined in the App Store or iTunes Store https://support.apple.com/en-us/HT203005.
