Can't download movies

I am getting an error when I try to download a movie that says "This Device is already associated with an Apple ID

You can download pas purchases on this device with just one apple ID every 90 days. This device can be used with another apple ID in 52 days."

I don't know what that means. I fly with work and would like to be able to download movies and shows to watch on tv. These are movies that I have paid for so why am I not allowed to download?
