I was charged twice for iTunes music
I downloaded a pre ordered album and was charged twice. Once on July 13,2020 and again today when I actually downloaded the album.

Are you sure? Check in your Purchase History: See your purchase history for the App Store or iTunes Store - Apple Support
There should be no charge when you do the pre-order. The charges come as the album (or individual tracks) come available.
