I have deleted any corporate security settings on my iphone XS, briefly I was allowed to use a simple passcode to unlock my applewatch series 5, but it has once again been grayed out and I can only use my iphone to unlock my watch. This defeats the purpose of getting a cellular applewatch

We understand from your post that you previously used a simple passcode on your Apple Watch. On your Apple Watch under the Settings app and Passcode there is a switch to enable Simple Passcode. Is this switch greyed out? Are you able to disable the passcode in the Apple Watch app on your iPhone under My Watch > Passcode? If so, toggle the passcode off and then on again.
