My daughter forgot her passcode and disabled her phone how can we enable the phone again?

I don’t fully understand your comment.
Is the iPhone Activation Locked? Is your daughter the original owner of this iPhone? Did she forget her Apple ID password? Are you saying someone else’s (the original owner’s) Apple ID is involved?
Ok will she need the password to her iCloud because it is currently locked.
