Can’t sign into app store

Today i bought new iphone se after having been using previous generation se. When i set up my new iphone and successfully signed in with my apple id in the settings, it still showed that i was not signed in in the itunes and app store sub-setting. whenever i try to use my credentials to sign in into the appstore (or itunes or anything really) - it either times out or i get error “unable to sign in”.

then i thought maybe it has to do woth my old iphone and signed out of that. but no, now i cant download apps there either

resetting pass / phone didn’t help

really frustrating experience, still unable to download essential apps

after a few more resets i managed to have my apple id seen as signed in in appstore. however, none of the apps actually download. those apps that i’ve downloaded previously are showing as if they were new (no cloud icon next to them but “get” button)

and the list of purchased apps is empty
