No. You can not change out CPUs.

Why would you need saving from Intel?

If you need a computer now get a computer now. If you don't need a computer now don't get one now.

If you wait for the ARM CPU and buy a computer with that processor who's to say a newer CPU won't be developed just after you buy your ARM computer?

I think you should buy an Intel-based Mac now so you don't experience any problems with the ARM processer
