Password problems

My mom has forgotten her Apple ID password and cannot remember it. The account is locked now due to that reason. She also can't recall answers to the security questions so we can't reset the password that way. The recovery email is sent to her apple email which is the same as her icloud email, so we cannot get into that either in order to receive the recovery email. Those are the only two ways to recover the password and we cannot use either of them. How the **** can we get her password back?

If necessary, if she is the original owner, have her contact Apple. Apple can remove the Activation Lock if provided the required paperwork. Either take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store (if it has reopened)
