Can't move a ringtone file from music folder on my phone to Tones folder HELP!

Why does this have to be so difficult?? I have watched videos, and read all the instructions, and it has taken me 12 tries and two days to get the file onto my phone in the MUSIC folder. Now I can't get it to move to the TONES folder so that I can use the ringtone! I love my Apple phone..first one after years and years of Android. But the worst thing of all is how hard Apple makes it to customize your ringtones! WHY???
