Yes. Just select the clip in the timeline of the first project and do Edit/Copy. Then open the second project and do Edit/Paste. Your edits to the clip, if any, will carry over.
Or, you can click on the project's name under the Project Media item at the top of the media sidebar. That will reveal in the media browser the clips that are in the project. You can select the clip in the media browser and Edit/Copy and then Edit/Paste it into the new project.
