Safari is builtin with every iOS releases/updates.

You cannot delete the Safari (browser) app, it's certainly restricted.

Check Settings > Screen Time > Content & Privacy Restrictions > Allowed Apps > make sure Safari is ON.

Note: to make changes, Content & Privacy Restrictions must be enabled.

It is not possible to delete Safari from the phone. Have you tried doing a Spotlight Search for it?

Use Search on your iPhone, iPad, or iPod touch - Apple Support

When you do a search, if you look to the right of the application icon, it will show you the name of the folder that currently holds the app.

If you do a search and Safari still doesn't appear then it's probably locked with parental controls.

Use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support

Go to Settings > Screen Time > Content & Privacy Restrictions > Allowed Apps

From here you can allow and restrict any applications that you see.
