But, I am concerned that you may have been scammed. Apple does not make many billing errors.

Could you have provided any potentially damaging information to a phisher/scammer? If yes, in your case, you'll need to follow up with the party that recorded the charges, e.g., your credit card company, Apple, etc. 

First thing I would do is contact your bank that issued that VISA card, not Apple. Report the fraudulent charges to your card issuer first and foremost.

Google proxima beta fraud seems to be a pretty common scam, but it has nothing to do with Apple. It has to do with Google and the google Play store. So along with contacting your credit card issue, contact Google support. Their own support forums have a large number of posts relating to these fraudulent charges.
