Add new iOS version in app store connect while there are currently two versions, one is removed from sale and one is ready to sale

I have problem adding new version in appstoreconnect. current state is that I uploaded version 1.0.0 and submitted it for review, after it got accepted, I removed it from sale due to some marketing issues. after some days, another developer uploaded a new version (1.0.1) and submitted that for review and now is ready for sale.

Now i'm trying to create and release version 1.0.2, I uploaded version 1.0.2 and its available on the Testflight, but the + sign is not there beside "iOS App", also there is no way I can remove version 1.0.0, so how could I add new version?

I tried hovering mouse around version 1.0.0 but no minus sign appears, I also tried to change availability in "Pricing and Availability" section, if i change to "Remove from sale", both versions become "Developer removed from sale", and if i change to "All countries or regions selected" only version 1.0.1 changes to "Ready for Sale" and version 1.0.0 is still in "Developer removed from sale" mode
