iCloud photos
how do I save my photos in iCloud without them going to the camera roll on all my devices?

On the other devices, make sure iCloud Photos syncing is off in Settings/Your Name/iCloud.

If I wanted to do that, I wouldn't use iCloud for photos. I'd use a cloud such as Dropbox Plus.
