If you're storing photos in iCloud Photos, they're not considered a part of the backup. This is what iCloud backs up - What does iCloud back up? - Apple Support. A couple things you will need to examine are the following -- is the device plugged in and connected to WiFi, and did you purchase enough iCloud storage?
