Retreive text messages

I lost my iphone last year and didn't bother to report it missing since it was dead

I now have a ipad and was able to recover my photos and contacts. My text messages are missing. Its says its being downloaded from iCloud but they dont show up in my ipad. I dont have the internet instead i use my hotspot on my android. Should i also get a regular wifi connection to see it that works?
