ipad safari keeps telling me “This site is attempting to open a pop-up window“

I am running in the notification software on my iPad with Wi-Fi. Recently and number of websites have come up with the statement “This site is attempting to open a pop-up window allow Block”

In setting I have made sure that Block All Pop-ups and Block All Cookies are turned off.

I do not have this problem if I use Chrome or Firefox.

unfortunately I can’t change my preferred browser.

Any suggestions?
