I’m trying to add funds to my child’s Apple ID. I do t understand why I can’t just go on to his phone and add funds through the App Store. Why can’t he just request funds and then it charges my card for the specific amount that he’s allowed?

You have to instigate and fund all purchases in family sharing unless, for example, your child has a payment method related to their apply ID on file.
