Why doesn’t my new 4th gen iPad have an ICCID number?

iPad4 doesn’t have AppleSIM/eSIM support. For cellular connection, you need to use a physical SIM card from your Cellular Carrier.
A forth generation iPad Pro, however, is something else entirely.

I am having a difficult time understanding your question. Could you please restate your question while providing as much detail as you can?
I am looking for the ICCID (eSim) number on my 4th gen iPad so I can get my AT&T cellular hooked up. It does not appear on the Settings - General - About screen like it does on my old iPad and phone.
Is the iPad a WiFi Only model - or WiFi & Cellular?
The ICCID number relates to the Cellular SIM.
