How can I download an app without getting on the merry-go- round of signin, your ID has not been in the store, signin, your ID has not been in the store, etc,. Repeating, the same thing.

Log into your account in the App Store/iTunes and you should be able to change/verify it there. Or you can click the blue Edit payment methods in the article below. When signed in and the page loads, you will be on the credit card page. After updating that, click the Go Back button at the lower left and you will be on the address page.

This may be your problem, an updating Apple ID settings problem. Apple is aware of the problem.
Note that some have solved the problem by signing out of iCloud, restarting their devices, and signing back in.
I suggest you use my search link (update apple id settings) in trying to solve your problem. You will see a number of links that are related to it (some deal with iPhone/iPads explicitly, and others are more general). Note that I have not seen a definitive solution for it. But, some related to the search link claim fixes.

I can not download anything without going through the Apple store. The apps I want are FREE.
