Buying iPhone for someone else

How do I bypass the one-time code that gets sent when you are buying an iPhone? I am trying to buy one for my sister that is on my plan since her current iPhone does not turn on and she is not signed into anything since she needs a two-factor verification. Please advise

Issue buying new iPhone I’m wanting to buy a new iPhone for my daughter as hers is no longer working. I sent her iPhone in for repair to Apple, they reported that it’s repair would be expensive. I opted to have them recycle her iPhone, so we no longer have it. My issue has to do with the verification code sent from Apple as part of the buying procedure. Since her phone is no longer in our possession, I can’t receive the code to purchase the new one. Suggestions?
