A window showed up on my iPad, looks like some help shortcut window, headings are basic, movement, interaction... the window blocks nearly entire screen and i tried every shortcut. Like who codes this ****? So annoying. I was in the middle of something.. now i can't even restart... it looks like q co formation message shows... and i cant confirm because its blocked. Kts so bad.

Please post a photo of what you're seeing or did you try a Forced Restart (not a basic restart)? See the following depending on the model iPad you own:

Pad models with Face ID: Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then press and hold the Power button until the device restarts.
iPad with Home button, iPhone 6s or earlier, and iPod touch (6th generation) or earlier: Press and hold both the Home and the Top (or Side) buttons until you see the Apple logo.
