cant delete or move file. pls help

hi all.

I have a file stuck in my downloads folder that will not let me delete or move it.

if I try and delete it says error code -50 and moving it just springs and bounces back to where it was.

it shows up in in finder but not in the downloads stack in my dock so its almost as if the Mac is not recognising it fully.

I also cant rename it or it asks if I want to change it from .iCloud to .wav even though its already a .wav.

I dont use iCloud Drive for desktop and documents btw.

any ideas on how I can delete it?
