If your SIM card is locked, you will need to obtain the PUK key from your Cellular provider. Beware, if you enter the incorrect PUK key three times, the SIM card will be permanently disabled and will require replacement.
Modern iPads (and iPhone) use a nanoSIM. Provided that the physical SIM card is a nanoSIM (most carrier SIMs are now “universal” - you simply press-out the correct size from the SIM card-carrier), the SIM will fit in your iPad SIM tray.

The instruction which resulted from a question to my carrier ATT was that you need a PUK code. More than 10 attempts will result in a locked sim. I have not yet heard from ATT with a PUK code. Except for Apple no one has mentioned a nano sim or an esim. Thanks to Apple
