how do I update SIRI on my new iphone? She doesn't answer since I changed phones
How can I update SIRI? I upgraded to new SE and everything transferred but SIRI doesn't answer anymore?

I am assuming that you wish to activate "Listen for Hey Siri" so that you can work with Siri with a voice command.
If my assumption is correct then-
Open Settings ➔ Siri & Search ➔ Turn ON the following switches-
- Listen for "Hey Siri"
- Press Side Button for Siri
- Allow Siri when Locked
